note 63782 added to function.mktime

What do you mean it doesn't work? If you're referring to
the fact the your 'B' example doesn't print '2006-02-30
05:47:23', its because there are only 28 days in February,
thus returning the second day of March.

If you wanted to get the last day of February, you should
consider using the 2nd PHP example.
