note 78404 added to install.unix.apache2

I compile php and later want to change the
"Configuration File (php.ini) Path" but the change
doesn't take effect until I run make clean and later the
common:

./configure
make
make install

So the "If you decide to change your configure options
after installation, you only need to repeat the last three
steps." in the manual isn't always true
