note 78521 added to function.fopen

i am deploying php in apache on linux platform. now when i
use fopen, this warning occurs.

Warning: fopen(http://trialhost:81/DOCUMENTUM//ss007-2007052634012.jpg) [function.fopen]: failed to open stream: HTTP request
failed! HTTP/1.1 401 Access Denied in
/usr/local/apache2/htdocs/stage/try.php on line 11

allow_url_fopen is turned on, i have tried doing setsebool
httpd_can_network_connect=1 as well, i even tried using curl
to get the image, but none of them worked...

what else should i do? i can ping trialhost and i can see
the image in the browser. but i cant access the image in
php...

pls help.. i have posted so many forums but none worked.
