note 63817 added to ref.mysql

PHP 5 for windows (Apache 2) has a bug in loading the mysql
module. The only way the module seems to load is by placing
the libmysql.dll in the c:\windows\system32 directory. It
doesn't matter that the PATH environment variable is set to
c:\php and all settings in the php.ini are correct.
