note 79016 added to ref.iconv

Hi,
 
Im not real familiar with character sets but i am getting a
problem with user entered content.
 
It seems whenever someone copies and pastes into a text box
in our CMS (privately developed)  ’ appears instead
of an apostrophe. I think it has something to do with
copying and pasting from word which uses ` instead of '.

can anyone suggest how i can remove this problem
programatically.
