Quite simply, privilege level 1 is the normal User EXEC mode and
privilege level 15 is the Privileged EXEC mode. You can define
different commands to different privilege levels as you wish to enable
granular levels of access to different users.

eg you can set the 'show config' command to privilege level 10 and the
'show ip interface' command to privilege level 5 - a user that is
assigned privilege level 7, for example, would then only have access
to the 'show ip interface' command but not the 'show config' command.
All of the levels between 1 and 15 (non-inclusive) are not configured
by default. They are there for your customization only.
