Dear i think that VPN traffic is also ip based packets .. they are just packets that use any path
either through IPS #1 or through ISP # 2 that is the responisbility of routing (Better routing Path)
and for example if you want to specify two routes to a particular network destination
you can do so in any routing protocol or even through static routes entry.
