I had asked a recruiter who is one of PJUG's strong supporters about a thread we had and about the possibility of putting together a recruiting panel at some point. Here is his reply....

I certainly do have a lot of thoughts on this topic. It is something that Recruiters must deal with as well on a daily basis. I'm happy to get together for a roundtable to discuss.
But I can give you a short answer now: Many companies construct their
job descriptions based upon input from their Engineering department. Typically when a company is advertising for X years of a technology, they are trying to accomplish 2 things.
1) Attract somebody with more depth in certain skills/tools/technology
than what is possessed by the current team. This allows for knowledge transfer by having somebody come in and point out where the potholes are. All Engineers can learn a tool. But sometimes a company wants to
accelerate their internal learning curve by bringing in someone who has already learned it.
2) Many engineers will put on their resume every technology they have ever heard of, whether or not they have actually used it in a
professional setting. The request for X number of years is an attempt to filter out those who have heard about or read about a tool or technology and to bring in someone who has actual experience. I find that the
number of years is negotiable and just a wish list and an indicator that the company is trying to bring someone in with more depth.
Maybe that wasn't so short after all!
