altq / priorty queing / limiting rsync bandwidth

Hello,

Many thanks for suggestions how to limit the bandwidth taken
up by 
rsync. I am using pf with priority queuing.

Why not use rsync option?
--bwlimit=KBPS	    limit I/O bandwidth; KBytes per second
