The bug is that beagle is _not_ a gnome program, nor is
beagle-build-index and
other related programs. _Only_ beagle-search is a gnome
program, which I think
is packaged separately.
Its like saying slocate is a KDE search tool (the comparison
I am trying to
draw is that kio-locate, a gui for slocate, is a KDE program
which also can be
used from other desktops).

For beagle rpm, the "summary" is "GNOME
indexing subsystem" and the group is "Graphical
desktop/GNOME". But beagle project website never claims
that beagle is for "GNOME" only (http://beagle-project
.org/About). It includes a GNOME based GUI package, but
all the other packages are desktop independent.
IMO the summary and group should be changed.
