If I am following you, the distinction here between active windows and inactive
ones is quite satisfactory, especially after my recent tweaking session in
Sys:Prefs/GUI. 
It is the backgrounds of those small buttons that I would like to be able to
control better. Not sure if they are 'gadgets' or something else. Anyway I've
not yet found the 'right' pen to adjust at this point.

Maybe that's how they 'should' be set
but the default settings were simply

Well ..... I should certainly do something in order to achieve "nice soft
frames"
) but I'll live with the current 'glare' because some of the details
are so much easier to decipher.

There are a huge number of options in Sys:Prefs/GUI but mamy of the
'descriptions' are not very apparent (to me) until you try them out.

Well ..... with the current settings, one can, upon careful examination, "sort
of" distinguish between 'raised' and 'recessed' buttions, but one can surely do
better than what is observed here. One of these days I'll stumble across a
better selection of options.
