Yes, PageStream allows you to add/remove words from a dictionary and
even more importantly import/export groups of words from a text file. So
if you have a list of words you can create a dictionary from them. Same
for hyphenation points.

However, if you want this for a language that does not yet exist it
would be best to have a base module created so that your language showed
up in the popup but worst case you can use a similar language and start
with a new dictionary.
