But the problem is that 'British English' does not appear in the drop
down menu in 'Attributes'.
So what am I doing wrong?
I suspect it is about where I put the 'British English' files after
downloading them. Where should they be?

First, make sure that you have a file named British.language or
something very similar in SoftLogik/Engines folder. That is the same
folder that you should place the British.Spelling dictionary that you
downloaded from pagestream.org.
Some older versions may not have that language engine. I don't recall
when it was first released, but it is a relatively new one. It is also
possible that the file is corrupt.

I am not sure on which platform you work, but since you are the first
one with complains about this: just download a new version and install
this again.
Anthony said that, amongst other things, the next must be in Engines folder:

Maybe a typo, but in my (Windows) folder there is British.lan, and not
British.language. Those two must be in this folder to appear in the drop
down menu.
And those two are in the initial download, the British.Spelling and
British.Hyphenation comes with the extra download (British.zip).
British.UserSpelling and British.Hyphenation are made by yourself
(that's why they are from Sunday), it means that there is something added.

British.Spelling from Sunday is because Anthony added Sunday a (few)
words to the British.spelling library, or added new in this folder.
British.UserSpelling and British.UserHyphenation are made by PGS when in
Spell Check you added words or a new hyphenation.

It does not appear in the 'Attributes' area of ""File -> Preferences -> Type"
here either, but that's okay. Click the 'Edit..' button and then select
'British' in the 'Lang' field in 'Attributes' popup window.
Are you claiming that 'British' does not appear in the 'Lang' field when you
click in that field?
