I don't really use the windows platform that much, but Adobe
Illustrator is the only reasonable tracing program I have
found on OS
X (and it is also available on Windows). All adobe products
are
expensive, but if you can get an educational price that
helps a lot (I
happen to work at a university that gets better than the
standard edu
price so it was *very* reasonable). I really recommend Adobe
Illustrator, it is a good solid program and it has
flawlessly traced
everything* I have threw at it.
*including things that were not reasonable to trace and that
PgS could
not load the results (too many points)

Adobe Illustrator might be overkill for you then. I believe
the only
problematic file type is EPS though so you could avoid that.
I think
Inkscape would provide you with previews. It is free, but
linux based
and so any port to windows is likely to be problematic (the
windows
port of the GIMP is less than awe inspiring)
