Unmaintained packages

Hi,

I will not be able to still maintain all of my packages in
the future so 
I marked myself inactive for the packages that I will not be
able to 
deal with in the near future.

Specfically these are:

- Net_Server
- HTTP_Server
- Services_Delicious
- Services_Ebay
- XML_Beautifier
- XML_DTD
- XML_XUL

As I'm the only developer working on some of these packages,
I marked 
the following packages as unmaintained:

- Services_Delicious
- Services_Ebay (the other two delevopers did not commit
very often)
- XML_DTD
- XML_Beautifier
- XML_XUL

If anybody would like to take over maintainership for any of
these 
packages, feel free to do so.

Services_Delicious is similar to Services_Amazon.
