IIRC he has been in contact with the systems staff about
this, but there
is little we can do about this, because his hostname is on a
global
blacklist (Spamhaus or something) that is used by the
php.net mail
infrastructure.

That's weird, I've voted for Dan's proposal on saturday
and the mail did not 
reach the list (using my other adress: olivier at samalyse
dot com). I never 
observed this behavior ; it worked fine with my previous and
recent votes.

Are you sure there's nothing wrong with the mail system ?

There was (another) problem that caused delayed delivery. 
It has been
resolved by Wez during the weekend and all outstanding mails
should
reach the lists soon.
