Some packages are quite specialized, refering to some
"in the world"
notions, what people not necessarly know.
A proposer knows exactly what s?he refers.
Google also, but not sure it's always the same.
Anyway, revising a proposal, if done honestly, requires lot
of personal
investment, so better give some accurate reference.
Even if it looks obvious by "introduced" people.
So, not only the time for it, as said Arnaud, but also the
accuracy.
