mission statement thoughts for PEAR

Hi

Thats a nice list of important aspects, Greg. But it's more
the question
of how to put that into practice. So to rate some of the
aspects, for me
the most important step is the infrastructure. Without that
it's difficult
to get a high-level repository. I think we don't need a
great wiki, or
something like that, but a clear structure with a
hard-working PEAR team
and maybe package coordinators.
