unable to use xmllint to test specific peardoc stuff

When I try to use xmllint, as recommended at 
<url:http://pe
ar.php.net/manual/en/developers.documentation.php#developers
.documentation.testing.xmllint>, 
on enpackagenetworkingnet-dnsbl.xml peardoc cvs module I
get the 
following error:

error: failed to load external entity "relaxng"
xmlRelaxNGParse: could not load relaxng
Relax-NG schema relaxng failed to compile
en/package/networking/net-dnsbl.xml:2: validity error:
Validation 
failed: no DRD found !

...  and so on and so forth.

I have xmllint and the relaxng directory in the peardoc
directory and am 
running the xmllint command from the peardoc directory.

Any ideas as to what I'm doing wrong?
