environment. The source code itself is already available on
p.p.n via
the release files. So it is no problem for a new maintainer
to take
over a project.

IMHO a maintainer should be free to choose the SCM tools he
wants. If
he provides links to them they could easily be checked
automatically
and removed or disabled.

I think that is a nice goal, but it implies that all
documentation
must be written in Docbook (currently).  Until there is a
way for
pear.php.net to host arbitrary documentation (well, within
reasonable
limits), I wouldn't feel comfortable with making this a
requirement.
