Yes, Subversion

I would even say that CVS better suits the needs of PEAR
unless we
introduce a very complex directory structure to allow
individual
branching and tagging per package.

You are right with the wrtiung & debugging issues, but
installation is
no Problem here, neither with Cygwin nor with Ubuntu. All
precompiled
binaries.
