Proposal for PHP::Debug

Hi,

I am the dev of this proposal, is was on "Draft"
status since a long time because i was far from PHP
quiet a long time, and now that i am back to it, i was able
to finish it and also to provide a new renderer 
witch is directly inspired from the debug system of the
Symfony php-framework.

I would really appreciate to have some feeback about it.
