Proposal finished PHP::Debug

Thanks, could i have the karma to my account do the 1st
realease ? 
I've already fixed the points mentioned in the conditional

The pepr cron job was broken by some of the enhancements to
pearweb (it
was missed in a canvas of old files that needed to be
updated for the
new format).

I fixed it, and manually ran the cron job.  Martin needs to
change the
path of the crons in his local cron and then it will be
permanently fixed.
