Package Proposal? Advanced (cached) autoloading

Hi,

I suggest you create a PEPr proposal for this. You should
also include 
.phps files for your code and examples. However I suggest
you clean up 
the code to match the PEAR CS while you are at it. I took a
quick look 
and the code was very messy to read.
