As you all know by now, there was a tie for 7th place in the
PEAR Group
elections that concluded on May 1. This presented our first
crisis as
the constitution does not specify how to resolve the tie. A
number of
possible solutions have been proposed, and as your newly
elected
president, I have taken action. As of today, Paul and
Justin have
agreed to step down from the PEAR Group, resulting in a
vacancy for the
7th position, and I have appointed Lukas Smith
(http://pear.php.net/u
ser/lsmith) to temporarily fill that void.
At the same time, as prescribed by the constitution, an
election has
been created in order to fill the vacant 7th seat on the
PEAR Group.
The two candidates in this election are Paul M. Jones and
Justin
Patrin. The election is linked below:

The election is on an expedited timeline in order to resolve
the crisis
as quickly as possible. I would appreciate as much help as
possible
publicizing the run-off election to all PEAR developers.
The election
will start 1 week from today, on May 11, and will conclude
on May 25.
Thank you for your patience in this transitional time as we
work out the
kinks. The new PEAR Group is eager to get started and this
solution
will enable them to begin the work of governing, effective
immediately.

insight of
brilliance [1] that allowed this solution to take shape
within the
confines of the constitution.
Once the election of Justin/Paul concludes, one of the first
orders of
business will be a referendum amending the constitution to
account for
how ties will be resolved.
