Comment on PHP::PHP_Callback

Three comments:
- Do you really want to use the LGPL license?
- Coding Standards: comments for the two class properties
are missing
- your first version number should be 0.1.0 (you might
already know that,

I'm not sure why so many people are commenting on this. The
LGPL is a
perfectly fine license for PEAR.

This is only for the first PEAR release. Pre-PEAR releases
(i.e.
proposal releases) are meant to be pre-0.1.0.
