Changes in proposal for PHP::PHP_Callback

PHP::PHP_Callback.

Change comment:

Added a link to the latest generated documentation which
includes a few
additional methods after receiving some feedback on the
package.

New methods include:
bool is() - takes same parameters as construct
bool isFunction()
bool isObject()
bool isStatic()
bool doesImplement($implements)
