Configuration::Config_Registry deleted

Configuration::Config_Registry.

The reason for that is:

Apparently, email is not disabled on DEVBOX for PEPr, ignore

Isn't is just simply missing the devbox  check ? Noticed the
same in the
user class f.ex. tho that was only when rejectingRequests
and such

Noticed the same in

I'm way ahead of you there .  I
disabled the email send on DEVBOX,
which is how we do things everywhere else in pearweb
