My name is Vlad and I would like to help another developers,
and for
registration I need an approval. I would like to help
translate all packages
that needs to be translated, I fluently read/write in
Romanian and Russian,
very good knowledge of English.

Patches accepted, just go ahead and send some patch to a
package's
developer and on pear-dev (here). After you have sent a few,
we'll be
adding you.
