new blog for PEAR group/president and mirrors

Hi all,

The PEAR Group has initiated a new blog for the PEAR
Group/PEAR
President to post repository-wide up-to-the-minute
information, it can
be found at http://blog.pear.php.net.  Thanks to Josh Eichorn for
hosting the server.

This is one of the first small attempts at making the
processes of
governing PEAR more transparent, we look forward to your
feedback on how
things move from here.

Also good news is that PEAR now has 2 official mirrors,
http://us.pear.php.net
and http://de.pear.php.net. 
You can use these
mirrors to install packages via:

pear config-set preferred_mirror us.pear.php.net

or

pear config-set preferred_mirror de.pear.php.net

For users in Europe or beyond, this could be a significant
improvement
in network latency.  The mirrors do not yet mirror the
documentation,
but depending on a number of factors, this is not ruled out
for the future.

We will be testing the mirrors for a little while, and then
will be open
to adding new mirrors, if others are interested in helping
out.
