XML_RPC2: add option for XML-RPC client to define SSL verifing behavior in curl r

Hi 

I wrote a small patch for XML_RPC2. It adds the option
'sslverify' to
the XML-RPC-Client. The option will control the behavior to
the
curl-Request if it connects to a HTTPS server.

It probably will close bug #11648.
