Will Subversion commits be announced on a mailing list, like
CVS commits 
are?

Yes

At the moment there is a temporary list at 
http
://lists.bluga.net/mailman/listinfo/pear-svn
(actually it may be the permanent list for html diffs with
text diffs 
going to the list at php.net)
