ID DPM to Run for State Representative Position
A local foot doctor has thrown his hat into the ring to run
for
office on the state level. DOCTOR PETER RICKARDS says he'll
run as a
democrat to fill the open seat left by state Representative
Francis
Field who is retiring this year.
Dr. Rickards says, "Overall, we need to have a strong
state
legislature that can protect Idaho, and ensure our state's
rights to
our clean air and clean water."
Rickards says most Idahoans are independent by nature but
the
Democratic Party is solidly against coal fired power plants
like
Sempra. He also says Republicans should appreciate his
support of
low taxes and common sense regulations.

NY DPM Spearheads Literacy Program
Andrew Rubin, a podiatrist at Jamaica Hospital Medical
Center in
Jamaica, NY., sees literacy as a powerful device for change.
"It's
been proven that children who are read to at an early age
tend to do
better in school later in life, which can then benefit them
in all
aspects of their lives," he said. And that includes
health. So, in
1999 Jamaica established the Community Family Literacy
Program,
which sends health and literacy experts to elementary
schools in the
hospital's Queens service area to teach healthy living and
reading
habits to children and their parents.
Rubin, who has shepherded the program since its inception,
will
attend, often with colleagues, to speak about health topics
pertinent to elementary school children.
"Sometimes it's the first occasion the parents have
had to see the
enjoyment their child receives from reading a book,"
Rubin
said. "The hope is that the parents will then take
their child to
the library and read with them on a regular basis - and
encourage
them to read on their own about topics they find
interesting."
Rubin uses the sessions to inform parents about health
services
available at Jamaica. Given children's innate desire to
share what
they've learned with others, Rubin says the information he
shares
about health and community resources is disseminated after
the
workshops are over. "Children are a wonderful conduit
for getting
useful information to their family members," notes
Rubin.

Query: Stolen Computer and HIPAA
What the correct steps should be if a podiatrist has
computers
stolen from the office? Are there any HIPAA guidelines that
apply to
this situation?

The initial
step should be to contact the police and file a report of
the theft.
Under HIPAA, a physician has the responsibility to take
"reasonable"
steps to safeguard PHI. In general this would mean that the
doctor
should have a lock on the front door. Additionally, the
computers
should be password protected, so that a burglar could not
access the
data.
Burglaries do happen, and a physician would be held liable
only if
he left the front door unlocked and the computer was not
password
protected. Most likely the burglar will likely wipe the hard
drive,
so that the computer could be either used or sold.

usually was secondary to a primary procedure. Example:
