Addante Leads Event-Filled, Globetrotting Life
It would seem that a person who has spent his
professional career as a foot doctor would not be looked
upon as one who has had an
exciting, event-filled life. After all, a man who dwells
upon such
topics as toenail fungus and plantar fasciitis wouldn't
likely be
invited to too many cocktail parties. But DR. JOSEPH B.
ADDANTE,
podiatrist, is also a teacher, a world traveler, and
confidante of
international medical colleagues. He even had a private
audience
with the pope.
Addante, formerly on the staff of Health Alliance Hospital
in
Leominster and still an honorary staff member, is now
semi-retired
and approaching his 80th birthday in August. Addante
attended school
at Temple in Philadelphia and opened a podiatry office in
Fitchburg.
For the next 43 years he practiced podiatry locally and in
14
states, two Canadian provinces, New Zealand, Spain, England
and
Italy. He also became director of podiatric residency at the
West
Roxbury Veterans Administration Medical Center.
Addante became a leader in his profession and made numerous
international contacts at podiatric conferences here and
abroad.
Addante married and fathered two sons and a daughter with
his wife,
Alice. His daughter has followed in her dad's profession.
Dr.
Annelisa Addante maintains a practice in Fitchburg.
Tragically,
though his two son's died well before their time.

Federal Judge Upholds Death Penalty Against IL DPM
A federal judge on Thursday upheld a jury's
recommendation to impose the death penalty against a
podiatrist convicted of killing a
federal witness -- who was also his patient -- when she
declined to
lie to authorities about his scheme to overbill Medicare by
more
than $1 million.
U.S. District Judge Ronald A. Guzman imposed the death
penalty on
DR. RONALD MIKOS, 57, of Chicago, for his murder conviction,
and a
total of 78 months in prison for the 24 counts of fraud and
obstruction of justice he was found guilty of, a court clerk
said.

OH Pot-Smoking DPM Has His License Suspended
A Centerville doctor's medical license has been suspended
after he
admitted smoking marijuana for years. The state medical
board said a
complaint led to an investigation of Doctor Dixie Dooley. A
urine
test showed signs of marijuana.
The podiatrist denies he ever practiced medicine while under
the
influence. The board suspended his license for at least 90
days.
Dooley must complete a drug treatment program and submit to
random
drug testing to get his license reinstated.

Disciplinary Actions Against Docs Drop in 2005
The number of disciplinary actions against physicians fell
by 52 to
6,213 in 2005, down 0.8%, according to the Federation of
State
Medical Boards' annual report. The total includes minor
sanctions
that don't result in modification or termination of a
physician's
license and represents just a fraction of the nation's
estimated
884,000 licensed doctors. Consumer group Public Citizen said
the low
number raised the question of whether medical boards are
adequately
looking out for the public good. In an analysis of the
board's
report, Public Citizen's Health Research Group said there
were 3,255
serious disciplinary actions against doctors in 2005, such
as
license revocations, suspensions and probations, down about
1.2%
from 2004.
There was wide variety in the rate of disciplinary actions
-- for
example, 1.6 per 1,000 over a three-year period in
Mississippi,
compared with nine actions per 1,000 physicians in Kentucky.
Sidney
Wolfe, director of the Health Research Group, said the
number of
serious disciplinary actions against doctors would jump at
least
4,000 or 5,000 annually if "all states did as good a
job" as those
at the top of the list.

Query: Stipend For Teaching Residents?
I was approached recently to perform surgical cases at a
local
outpatient surgical center. I was told that if I put my
cases there
that I would be paid a teaching stipend for teaching the
residents.
I was told that I could expect an extra $800.00 per case for
this. I
am leery of such schemes and want to know is this legal?
ethical? I
certainly do not want to violate any laws, etc. Please
comment.

Query: Guidelines For Standing Orders
My interpretation of Medicare guidelines for foot care in a
nursing
home is that there needs to be an individual order each and
every
time that care is provided. Standing orders are not
permitted.
There is a nursing home that I am anticipating on going to
that
provides an order sheet, every month, with various orders
that
include "podiatry care as needed" signed by an
attending.
Is this considered a standing order or an individual order?

The order, "podiatry care as needed" would be
considered a standing
order because it is not specific, and it leaves the
decision-making
to some other entity than the ordering physician. Who
decides it
podiatry is needed? Is it the nursing staff, the podiatrist,
the
patient, or the patient's family?
What is needed is a specific order such as, "Mrs.
Jones is to be
seen by the podiatrist for a painful left hallux nail"
or "Mr. Smith
is to be seen for a podiatrist for a painful bunion of the
right
foot," and so on.
