I wasn't responding to you because I was totally bewildered.
 

I can see people liking it that could not/might not
otherwise purchase it.  
But I think it would be quite slow compared to a local copy
of the software.

It doesn't have to be slow, except in the transfer of images
back and
forth... Check out Picknik:

The idea is interesting. I have some full-res images on
Flickr, for
example (set to private so nobody can download them.) It
changes the
rules of the game in a way, regarding backups and media
longevity.
