Mostly, probably.  It's written in Perl, which supports
Unicode
(although you need to write careful code to make it do the
right
thing).  And once the stream of octects containing UTF-8
makes it down
to the Z39.50 protocol layer, it's just opaque octets.  So
all
_should_ be well, but we can't guarantee there won't be
surprises.
