% PPM Error trying to install

Hi all im new in this stuff, I have a problem I want to
install the 
module Authen::SASL but I have this error message :

ppm> install SASL
Error: No valid repositories: Error: 501 Protocol scheme ''
is not
supported at
C:/Perl/site/lib/PPM/Repository.pm line 84 Error: 501
Protocol scheme ''
  is not supported at
D:/Perl/site/lib/PPM/Repository.pm line 84

Any ideas??

Incorrectly set http_proxy environment variable would be my
guess.
