Changelog:

* lib/dscm-sapi0/sendmail - added generic sendmail program,
  able to use any pigeondeliver SAPI. Still needs some
tweaking,
  mainly due to setgid and security concerns...

* lib/dscm-sapi0/sendmail/configure.m4 - added sendmail to
  the configure framework.

* tools/tla-commit - added script to perform tla commits
  without forgetting to cleanup the testing tree.

* lib/dscm-sapi0/dscm-sapi0/dscm-send.h - modified to
  include one more prototype, in order not to forget to
  write the missing functions.

* lib/dscm-utils0/dscm-utils0/dscm-dstr.h - modified to
  add a couple static initializers and a couple comments
  here and there.

* lib/dscm-postfix-sapi0/send.c - much better error
handling.

* modules/error/stderr/stderr.c - modified to work even when
  no config handler is loaded.

* lib/dscm-sapi0/configure.m4 - modified to include the 
  sendmail/configure.m4 script.

* lib/dscm-postfix-sapi0/dscm-postfix-io.c - corrected a
bounce
  of _important_ bugs.
