My eyes must be failing, but I honestly can't seem to find
it.  Can someone please send me a screenshot, or at least
describe in detail where I can find
"plone_migrations"?

Go to the ZMI (Zope Management Interface)

Then go to the root of your plone site (not zope root or / ,
but 
/<yourplonesitename  )

there you will find , amongst many other things,
portal_migration
