Install Failure

Hello,
I downloaded Plone for redhat. When I ran the unified
installer, it failed 
misserably with the following logged error. I think this
started all the 
badness:

/usr/bin/install -c -m 644 ./cjpeg.1
/usr/local/man/man1/cjpeg.1
/usr/bin/install: cannot create regular file
`/usr/local/man/man1/cjpeg.1': No 
uch file or directory
make: *** [install] Error 1

how can I fix this?
Is there a package that needs to be installed?
