Have you verified that you can send mail?

The first thing to check is "Site Setup | Mail
Settings", where you need
a valid mail server and port, and you can set up SMTP Auth
if you need it.

Additionally, whatever is in "Portal Settings | Site
'From' address"
needs to be a value your MTA will accept -
"postmasterlocalhost" may be
the problem...

I tried using gmail in my mail settings to fail.  I used my
ISP's email and
then forwarded back to gmail. smtp-server whatever and port
25.
