disable discussion for whole site

If you get no more answers, here's the sledgehammer
approach - hack 
main_template.pt to remove/comment out the bit that allows
discussion.

This is, er , probably not "best practice"
though.   

(The main reason being it gives you something customised
which will 
break later migrations)
