RTL.CSS and two browsers..

I am editing RTL.css , but what can I do about the 2 browsers IE and Firefox that show me the same pages in right to left direction pages . in fact I don't want rtl.css uses of authoring or IEfixes.css that usually pages use of them ,

well,is there any way to create a new IEfixes.css and  then relate it to rtl.css ,I don't know but now I can't see right pages in ltr and rtl pages in two browsers !
