PLIP98 availability?

The PLIP listing seems to be out of date. PLIP98 was
implemented and
merged into Plone 2.1. So these changes are also included in
Plone 2.5.

The ticket is closed as a duplicate, which means that there
is already
another ticket for that exact problem. In this case it
points to
http://dev.plo
ne.org/plone/ticket/3073 which notes at the end that
PLIP98 is implemented and merged

Your problem here is probably that you are experiencing some
UnicodeDecodeErrors, which to some extent quite certainly
are due to a
bug in Plone 2.5. The mentioned utranslate and uLocalized
methods
introduced as part of PLIP 98 which were supposed to return
Unicode in
all cases, did not do this in Plone 2.5.0. I fixed this
problem today,
so you may either get Plone from SVN (mayve update your
bundle from the
bugday ;) or wait on the Plone 2.5.1 release due in two to
three weeks.
