You may want to have a look at Pootle, it is also a
Python-based
translation server:

The main difference between Pootle and Rosetta is that
Pootle is free
software (GPL).
This means that a project like Plone can setup their own
translation
server and customize it as necessary, for instance to
integrate with
current processes.
However, I might not be the most impartial observer since I
am part of
the WordForge team developing Pootle and the translation
toolkit
