i18n architecture question, ICU related

Hello,

This is directed to Hanno (as suggested by Alec Mictchel)
but perhaps 
others could share their thoughts. This is also a Zope3
issues but 
for me it as much a Plone issue:

The Zope3 Book and Richter's Zope3 Developer's Handbook
state:

Since the ICU framework is simply too massive to be ported
to Python for Zope 3

Does anyone know if consideration was given to using PyICU,
the 
python wrapper to ICU for use in Zope3 and in turn Plone?
