You need to make your permission setting a workflow state
(perhaps add
an elitevisible state), permissions should generally not be
set directly
on content objects. You then need to write a script to
migrate your
existing content state to a workflowed state by looking at
the local
permissions for all of your content, change them back to
normal, then
perform the appropriate workflow transition.
