Migration/Local Roles

I migrated my Plone site to 2.5 from 2.1. I've cleared up
pretty much every 
error except one.

My site used local roles extensively.  For example, I would
give one person 
the local role of 'Member' and another of 'Elite Member'. 
Then under the 
security settings for a page, I would check 'view' for
whichever role was 
allowed to see this page.

My problem? All of this did not carry over in the migration.
 There is no 
longer a security tab. And I cannot find the local roles
anyway.

So, I am wondering how to fix my site.  Any alternatives
would be 
appreciated as well.

You need to make your permission setting a workflow state
(perhaps add 
an elitevisible state), permissions should generally not be
set directly 
on content objects. You then need to write a script to
migrate your 
existing content state to a workflowed state by looking at
the local 
permissions for all of your content, change them back to
normal, then 
perform the appropriate workflow transition.
