    Thanks to everyone, including Plone co-creator Alexander Limi, who responded.

The problem went away. Peculiarly, the logo.jpg file was not displaying on my cellphone browser either. However, everything now displays on my laptops at home. 


I am not sure why this problem went away. In between the time when logo.jpg was not displaying on my cellphone and the time when it was displaying on my home laptop I did not do anything to fix it.

My conclusion is that in order to optimize Plone aggressively caches anything that is likely to be static, such as logo images and css files. I suspect that Plone is using some magic to do so, and that it can be very difficult to get an IE or Firefox browser to refresh certain types of static Plone content.
