CVS LOGIN aborted problem

I'm trying to connect with cvs but getting problem.
CVS Version is also latest 1*.21 .*
LInux OS : Fedora 4.0

Error
cvs [login aborted]: connect to
192.168.0.7(192.168.0.7):2401 failed:
Connection refused

If anyone knows help.
