Can't we just prompt the user that we're going to do a once
off move
of their profile to the new location, if we find a profile
at the old
location?

You don't want to remove the old directory, in case the user
changes
his mind about the new version of Psi. My suggestion is to
do one of
the following:
- copy the whole tree if there is no setup in the new dir,
and leave
behind a 'DO_NOT_USE_THIS_DIRECTORY_ANYMORE' file
- move the whole tree, and leave behind a
softlink/shortcut.

cheers,
Remko
